Colonel, 
I have the honor to report that I investigated into the affairs of Mr Gilleunms place of Thomas Parish on the 16th and 17th inst, Mr. G decided to meet me according to his agreement.
I met his agent Mr. A. W. Cordes and with him made a thorough investigation. I find that for over Eighty freed people who worked there last year two thirds wages are due, Their was seized by my predecessor to cover this debt. the Stock and Cotton on the place which Mr Cordes has charge of at present. I can find no other way in which the freed people can get paid but to ship the Cotton as directed in Endorsement dated Hd. Qrs. Ass't. Comr. March 23d. (Upon letter of Major O'Brien) I have made arrangements to have the 8 Bales of Cotton at Grove Landing, back of Bulls Island on Seewee Bay on the 23d. inst. A Boat of 4 feet draught can land there, and which I respectfully request may be sent up. - It should be done immediately as the people
