In compliance with instructions recd from the Asst Coms. dated March 16th 1867 proceeded on the 18th inst to the Witherwood Plantation St Thomas Parish, the property of Mr. C.L. Guilleaume to investigate the cause of the non-payment of the hands employed by him. I find that Mr Guilleaume has paid the people one third of their wages he has refused to pay the balance, on the grounds that they had not finished their work, and the people say that they had completed their work on that plantation, and Mr. G - wanted them to finish the work of another plantation before he paid them. There has been removed from Witherwoof Plantation (1425) Fourteen hundred and twenty five bushels of rice, and (10) ten bales of cotton, and I could see no reason why the people were not paid from the proceeds of the sale of said cotton and
