an inventory of stock took &c on the plantation
I have placed a guard there for a day or two to prevent any outrages being committed and shall proceed myself to the plantation & perfect the arrangements which will secure the freedmen and the Government from loss and give to all concerned equal justice
I enclose herewith a special Ration Requisition for the people on the plantation and as it is not of the regular line of issue I would most respectfully ask that it may be submitted to the Asst. Comr. with this report for his approval of my action.
