I have the honor to report that I have visited Abbeville County in order to inspect the condition of the office of the Clerk of this Bureau in charge thereof and to see how soon the Office at Abbeville C.H. could be discontinued. 

I left here on the night of the 2nd and returned on the 6th inst. At Abbeville, I found the records of the Mr De Knights office in good condition and that he had completed them nearly to date. 

He reported the Condition of the freedmen as in many respects deplorable owing to the great number of outrages which have been perpetrated upon them - chiefly for differences in their political views from the majority of the white citizens, and to the indifference or positive neglect of the civil officers to take proper measures for their protection. 

His Monthly Reports for August which have been forwarded to you will show how necessary prompt and efficient action by the proper civil authorities is to protect the freed people in their
