rights. I am satisfied that Mr De Knight has used his utmost endeavors to force the civil officers to perform their duty in issuing warrants and making arrests but he has not been able to accomplish much either by persuasion or threats of reporting the negligent officials.

It would be well if the General Assembly of this State could through an appropriate committee investigate the condition of affairs in Abbeville County with a view to adopting such measures as should bring the offenders to justice.

At present, they seem to defy the civil officers and no doubt they have the sympathy of many of the people who call themselves respectable. 

While white men commit with impunity numberless outrages upon the colored people, every offense committed by the latter is sure of punishment. 

In making up a report of the corn and bacon issused on bonds in Abbeville County, Mr. De Knight has found a deficiency of two hundred and sixty pounds of meat and nine bushels of corn which occured in April and May during Mr Harts administration. 

How this deficiency occurred, he is at a loss
