in regard to the issue of provisions to destitute people  his carelessness in obtaining signatures to bonds by provisions sent him last Spring and the unfounded complaint which he made last winter against Captain Neeland are sufficient and show his unworthiness of any office of honor or trust.

If any person is needed to collect the amounts due the Bureau I would respectfully recommend the appointment of L. D. Hallouquist Esq. who I have no doubt would accept the position. He has long lived at Barnwell CH is a man of respectability and character and at present holds the Office of U.S. Commissioner. He was recently an Assistant Assessor in the Revenue Department but was discharged I understand in consequence of a reduction of the number of those officers.
