Office Sub-Assistant Commissioner, BUREAU OF REFUGEES, FREEDMEN AND ABANDONED LANDS, 15th SUB-DISTRICT Hallettsville, Texas, July 3, 1868 Rev. J Welch Supt. I am vy Respectfully, Your obt. servt. A. K. Foster S.etc. C. 15th dist.
