Office Sub-Assistant Commissioner,
BUREAU OF REFUGEES, FREEDMEN AND ABANDONED LANDS, 15th SUB-DISTRICT
Hallettsville, Texas, July 6th, 1868

Rev. Joseph Welch
Supt. Schools
Dear Sir,
Since I wrote you on 3rd just in regard to Miss Jose Stell, I have had an interview with her in response to your inquiries of 26th June. She says that since she made the application she has made ingagements up to 1st of Oct. nist, that at that time she will accept a situation as teacher of freedmen school, public opinion and Rev. [[Powers?]] to the contrary notwithstanding. She seems to be in earnest and determined in the matter and I think if she is imployed, and encouraged in the matter it will have a salutary effect. Please consult Mr. W. H. Posey Delegate to Const. Conv. who perhaps knows more of her than I do [[strikethrough]]and [[/strikethrough]] who will give you all the information desired.
Yours truly,
A.K. Foster S.A.C.
