Hallettsville Lavaca Co., Texas
August 14th 1869

Rev. Joseph Welch
Supt. Schools Austin, Texas

Sir
I have the honor to inform you that Mr. H H Bishop late of Colorado County has in successful operation a school for freed children located at Mr. Foley's Plantation about 4 miles N.E. of Hallettsville, and wishes to be recognized by you as such,

Mr. Foley is a very old man without and white family living with him (his wife being dead and his children grown and married) was formerly a large slave owner, 150 or 200, after they were emancipated. They all left the premises and lived with other peoples. Two years since he got most of his former slaves to return and cultivate his farm without charge and he also gave them the use of his stock and implements, and I am inclined to think, that if they continue to conduct themselves properly, he intends to give the farm which is valuable to them. He is the founder of the school above refered to which is taught in one room of his house free of charge and he also agrees to pay the tuition of all freed children who are orphans. I hope you will take the school under your charge. They want some Sunday School books, can you furnish them?

Yours truly,
A K Foster
