Dr Sir:
I have the honor to acknowledge the receipt of the commission appointing Mrs Harriet Smith as a Teacher of Freedmens School under the auspices of the Bureau of Refugees, Freedmen and AL. State of Texas and will hand it to Mrs Smith tomorrow. 

I have no doubt but that the assistance thus given by the Bureau will be productive of much good in stimulating the teachers and encouraging the efforts of the freed people themselves to sustain and increase their schools. The freed people are perhaps peculiar in this: that they will make greater exertions to support any institution which they consider to be under the patronage
