Richmond, May 31, 1868

Lieut Chas. A. Vernon
A.A.A.G.

I have taken a deep interest in this subject and have endeavored in every way feasible to assist the people and to encourage them to send their children to school, but on account of the great poverty in this Co. amongst the freedpeople I cannot establish any more schools than the one now in Richmond.

Very Resp.
