Wharton, July 31. 1868.

Lt. Chas. A. Vernon.
A.A.A. Genl.

It would be folly in me to say that with the sentiments felt and expressed by the white people towards the colored that they take any interest in the education of the latter now or will voluntarily take any steps to promote the same. The freedmen in my Sub District have been unfortunately by the pressure caused successive failures of the crops and bad seasons that their efforts in this respect have been most feeble though they appear most zealous and promise in the event of this season proving more propitious to make greater exertions in this direction.

Very Resp &c.
