Sumpter, July 31. 1868.

Lieut. Chas. A Vernou.
A.A.A. Genl.

The people are poor, two bad crops in succession, the freed people have worked for part of the crops, as the crops failed they got but little, consequently have been pressed for a support. This year they have good crops and with have something to spare. People generally seem disposed to favor education as far as able to contribute.
