Wharton, Aug 31, 1868

Lieut. Chas. A. Vernou
A.A.A.G.

They show no interest in the education of the freedpeople and they take no steps to promote the same. I am of opinion that if the teachers of colored schools in my Sub. Dist. were paid at least a small salary it would greatly assist the colored people, and permit the cause of education amongst them, however well inclined, they are too poor to make much effort in this direction without some such assistance.
