Victoria, Aug. 31 1868.

Lieut. Chas. A. Vernou
A.A.A.G.

Bitterly opposed to education, say they only desire to make good laborers of freedpeople. While the troops were here there was a school organized and now tis too late openly to oppose it. Freedpeople had a lot and building material to raise a frame and cover the house for school but cannot go further for want of funds. As soon as the frame is up and covered aid will be asked of the department to complete it. I have not yet completed the organization of the School Association, when that is done it will be reported to you
