Office Sub. Asst. Coms'r
Bureau of A.F. and A.L.,
Sterling Texas, October 31st 1868,

To Lieut. Charles A. Vernou
A.A.A. General.
Bureau of R F. and A.L.,
Austin, Texas.

Sir:

The freedmen are beginning to manifest considerable
interest in the subject of education. Just at the present time however the children are needed in the field to pick cotton. As soon as cotton picking is over, I think the time will be more favorable than I have known for the establishment of freedmens schools in this Sub District. This year fortunately the freedmen will have considerable money coming to them, and can well afford to furnish material aid for the education of their children and will cheerfully do what they can in that direction
