Office Sub. Asst. Commr Bureau of R F and A.L. Bryan City Texas, Novbr 5th 1868 To Lieut: C Vernou A.A.A. General Bureau of R F and A.L., Austin, Texas. Sir: So far as known there are but two schools. Anderson and Millican - a building is nearly completed at Bryan - awaits funds from Head Quarters B.R.F and A.L., Austin (See my letter to Sup't. of education of October 31st) The Colored people are too poor to pay a good teacher. I have always been of the belief that free schools entirely removed from control of trustees &c., officered by good independent teachers, and supported by Benevolent societies or Corporations are the only ones to be expected to produce permanent influences. Can give no definite report for October as I have no information of any teacher except Rev. Shaw at Millican and he had just been appointed and has not reported.
