Sir:

But little interest is visible in the education of the Blacks and no steps taken by any one except agents to educate them. Steps already taken if carried out will place the freedmen in Victoria County independant of the Bureau. The greatest necessity of the freedmen now is teachers, and general instructors in the duties of life. They need persons to inform them of the nature of Govt. of marriage Contract and in all the duties in life. In the District there is no one who preach to them except negro preachers and they are not educated and require teaching themselves.
