Office Sub. Asst. Comr.
Gonzales Tex. October 12th, 1868.

Rev. Joseph Welch
Superintendent of Schools
Austin Texas

Rev. Sir,
I have the honor to inform you that although several private Schools for colored children have been established in the vicinity of Gonzales, Gonzales County Texas, their manager do not comply with the Rules of the Bureau, some of them charge exhorbatent fees.- I am confident that a well established School in the town of Gonzales under the [[strikethrough]] [[illegible]] [[/strikethrough]] control of the Bureau will not only be desired by a great many, but also be practicable.-

Although I have been studying the different circulars on School affairs, I would respectfully request you, to let me know the exact Rules, on which Schools for colored children should be established and what Provisions the Bureau will grant them.

I am Rev. Sir,
Very Respectfully
Your obd. Servant
Otto F. SteinBerg
Sub. Asst. Comr.

P.S. I also request you to send me some Monthly Blank Reports, as I been asked for them, by several parties.
