Office Sub-Ass't. Com'r.
Bu. R., F. and A. L., 18th Sub. Dist.,
Moscow, Polk Co., Texas, Dec. 23rd 1868

Rev. Jos. Welch,
Sup't. of Schools,
Bu. R., R. and A. L.,
Austin, Texas

Sir,
I have the honor most respectfully to state, that I have nothing to report on the subject of Education for the month of Dec., 1868, as the freedpeople in this Sub. Dist. have done nothing so far for themselves as to build schoolhouses &c., although I urged daily the necessity for the same upon them, but without the aid of the Gov't. they will neither build schoolhouses nor hire teachers.

I am, Sir;
Very Respectfully,
Your ob't. Serv't.
Charles Schmidt
