My Dear Sir:

I have put Mr Hanna's name on the No. 2 as instructed, but cannot move around him into every gambling house or grog shop to get him to sign vouchers — Neither can I approve them. So long as I thought there was any hope for Mr. H. I was in favor of approving his accounts for what he might do, believing his services would compensate in the future, for all his past conduct. He has failed in every respect & today is loafing around grog & gambling shops - & doing his utmost to break up Mr. French - if the Freed people tell the truth. He went into the country to open; the school house was not done - he returned hear sober & instead of going where he could aid in putting up a house, he has been loafing as above stated.
