He has disgraced himself - done much to bury the profession & Bureau in disrepute. His conduct with a black woman, the Freedmen report as being much more disgraceful than anything that has occurred before.

Please instruct me just what ever is necessary to do so as not to keep these papers flying back & forth, but do not ask me to approve an account for Mr. Hanna. If these papers have to be returned, please send blanks as I am out.
