Dear Sir:-

I have the honor to inform you that I have to-day forwarded for use in Texas, 100 copies of our Ed. Form No. 4. I beg to state for your information that Nos. 3 and 4 have heretofore been Teachers' blanks, one large and one small. No. 4 has been altered and improved, and is now known as Ed. Form No. 3, while the old No. 3 goes out of use. A copy of No. 3 is herewith enclosed.

I am requested to say in addition that a Circular will be sent you in a few days, explaining Gen. Howard's wishes in reference to Ed. Form No. 4.
