If I may be allowed to suggest I would say let the letter embody in brief the regulations of the Bureau as to the title- in whose name the same must be and for what purposes the house must be used- also the probable amount that would be appropriated by the Asst. Comm. in case a lot is obtained. By this course I think I can raise the money for the purchase of the lot. It is useless for me to attempt to raise it among the freedpeople. I have got to go upon the Strand and among the men of wealth and when I ask them to subscribe they must understand the matter hence I make the foregoing request.
The lot is as cheap as any I can get in anything like a central position.
