Waco 17th April 1869

Rev Sir
You have been informed in my last that the Freedmen are now fully represented and with three or 4 exceptions I believe are pleased with the selection made, and I have learned from the proprietor that Shadrick Willis purchased the same place provisionally more than 2 months ago as the most suitable place he knew and disappointed him of a cash customer and on some frivolous excuse [[cross out]] withdrew [[/cross out]] withdrew [[blotted]] explanation Since the committee entered into arrangements with Taylor He has contracted with other parties in good faith of obtaining this money It therefore becomes necessary for the Committee to make the purchase immediately lest the place be lost to them Write with next mail if you feel satisfied for the committee to make the purchase If there is any particular form of Deed required let them know the names of committee are as follows
Wm Wallace - chairman of Committee
Casey Williams
Edwd Davis
Robert Brown
Mark Burney
Nathan Hodges
Nat Parker

Respectfully yours
James D Scarlett
