A Mr. Bagby promised to give a lot on which to build. The deed is to be made out this week. The freedmen have some $70 - towards erecting a house. I would recommend an appropriation of two hundred dollars towards the building. The disposition to educate the freedmen - is better in Red River. Co. than any place I have been, in N.E. Texas. Five or six buildings are being built, & mostly by whites, for freed schools - in that County - & they are looking to me for teachers.

Mr McInery is doing as well as the average of the freed teachers- As soon as the Baptists find they have to look to those who promised them rent - & not the Government for it, my impression is they will turn the colored people out of the church. I would therefore urgently request authority to contract as soon as possible for a house at Clarksville.

Marshall has the best house & most flourishing school in this District. Mr. L. J. Gallant, the teacher, seems to have the necessary qualifications to make a
