Bureau Refugees, Freedmen and Abandoned Lands, State of Texas,
Office Assist. Supt. Education 2nd School Dist.
Galveston, Texas, Aug 17, 1869.

Revd Jos. Welch
Supt of Education

D. Sir:
I have the honor to acknowledge the receipt of your letter of instructions of the 13th inst. I shall proceed to execute them without delay.
I have, or rather Mr. Honey had, on my arrival a Mrs. Flynne teaching in the M. E. Church & he seems indisposed to let Miss Fabel go in there & unite forces - but suggests that she goes down & teaches where Ja[[?]]en Whaley is now. Of course Mr. H controls the church and I shall be obliged to do so. I am not over much prepossessed in the favor of Mrs. Flynne, so have not report a her as yet, or asked an appointment. I think it best to try her first.
