M Whittlesey Asst Genl The enclosed deed has been examined as directed, and found not to comply with the requirements of Bureau Regulations which provide that deeds of land for school [[/left half]] [[right half]] house sites shall be "for school purposes for freedmen as for children irrespective of color" - attention is also invited to the fact that the deed is not signed - It is understood that in Texas a scroll is a sufficient seal for deeds, provided that the person executing recognizes it in the body of the instrument, as having been official by way of seal.
