and in my judgment is the best school taught by a colored man in the city. 

There is also a school taught in the Colored Baptist Church by a colored man and under the superintendence of one Parson Aleck (as he is called by the Freedmen). The Teacher is wholly incompetant and the Parson I believe to be a man whose influence is bad. I visited the school, found it in a state of confusion, no record of the scholars and the Teacher could not give me the number. There were 16 present. My judgment is that there should be a White Teacher appointed to take charge of the school at once.

At Millican I found the Misses Smiths at the hotel discouraged, and no effort had been made to establish a school. They reported that no room could be obtained in which to teach On investigation I found this to be a fact and called the Freedmen together and they subscribed Ninety five dollars and Thirty five cents ($95.35) to build a church and school house. The Sub Asst Com of Millican also subscribed $5.00 in addition to the above and this money was turned over to the Sub Com who expended the some [[sum]] in purchasing lumber, the contract for the building was let out to 2 Freedmen and it is expected that the Teachers will be able to commence their school on Monday morning Feb 19th in the new building  This house will be 22 ft wide by 50 long.
