Sir
Mr Gooden, colored, desires me to ask you if Teachers will be permitted to open a school without first having been examined by you. He has several applications.

I think perhaps it would prove advantagious if you would come out here. There seems to be but little disposition on the part of the people to establish schools. Though I think there are persons here competent to teach who desire to & will if they can see their way clear for collecting their dues.

I have sent thanks to the teachers you named. My trip statement is correct however I think.

Dear Sir
Very respectfully (over)
