Clinton De Witt Co. Texas
May 5th 1866.

Col. W.H. Sinclair
Asst. Adjt General,
Colonel:
I have the honor to report that I have given my attention to the state of education of colored children at Clinton and vicinity.
It appears there are a great many of colored people, who would be happy to send their children to school, but who are too poor to support a teacher and to hire a school room. Matters may be different after the crops have been gathered and divided.
I remain
Colonel
Very Respectfully
