In compliance with Circular letter "dated H.Q. Bureau of R.F.& A.L. Galveston May 15 1866, I have the honor to report, for the information of E.M Wheelock Supt Freedmens Schools that, at present, there is only 1 school in my district, viz at Victoria, taught by Mrs. S. Harris, a white lady with whose previous character M Wheelock is better acquainted, than I am, as much as I know of her, she seems to be a perfect lady and able teacher.  There are now 51 scholars attending her day school.

I believe we could organize another school in this town after awhile, and also at Goliad, Goliad Co. and Lavaca, Calhoun Co. Buildings must be rented or erected at the expenses of the colored population. The teacher at this place, boards with a private family and pays $20.00 monthly.
