General; In obedience to S.O. No 98. Par.2 Hd Qrs Bureau of R.F.& A.L. State of Texas, Galveston, August 10th 1866. I relieved, Dr S.O. Shelby as Sub Asst Commissioner for the post at Liberty, on August 21st 1866. I have the honor to refer you to my communications of August 23rd, 27th, & 28th,. they give a general outline of the condition of the freedmen & the planting interest of this county. It is with great regret I find that the freedmen are disposed [without cause] to violate their contracts. I am doing all in my power to correct this fault.
