Victoria. Sept. 5. 1866

E.W. Wheelock Esqu.
Supt. of Schools B. of R.F. and S S.
Galveston

Sir, Mrs. Harris & Mr. O'Regan have both informed me, that at present order comparatively but few children visit their schools.- they will be unable to pay the rent for schoolhouses. I have told them, that Congress had appropriated money for that purpose, but did not know when it would be paid. Will you please inform me if steps have been taken in that direction?

Very Respectfully
your obedient Servant-
