For obedience to Circular No. 20 from H.Q. Bu. of R.F. and A. S. Galveston Texas. I respectfully report that at present, there are 3 schools for freedmen in operation in my District. viz: at Victoria, where Mrs. S. C. Harris, a lady, with whom you are acquainted, teacher, the rent of her schoolhouse -$20.00- per month has not been paid for 3 months and the owner of the house, has therefore locked it, and taken the key. I know of no other place, so convenient for a schoolhouse, and if we pay the rent, I think I can persuade the man to let us have the building again. During the months of June & July Mrs. Harris has had from 70 to 80 children, but during the 2 last months she has only averaged about 40. The white inhabitants of this town seem to be quite indifferent about the school and Mrs. Harris has never been molested; she wishes me to say, that she has neither black boards, large letters, charts, desk or benches, all articles, necessary in a schoolroom, and is convinced that,
