Sir:

In compliance with Circular [?] No. 20. dated Head Quarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas. Galveston, August 31st 1866. I have the honor to report on the following points: 
1. There are no schools for Freedmen in operation in this district. 
2. There could one (1) school be organized at Clinton, but no building is to be obtained. A boarding place for a teacher could be obtained at the cost of $15.00 to $20.00 (in specie [?]) per month. 
3. The state of education is very low, (not even the white population at Clinton having a school house of their own) and are, therefore, with very few exceptions, dispersed, to favor the establishing of schools for colored people. 
The negreoes are anxious to have a school, but I did not yet succeed in raising the necessary means among
