SUB-ASSISTANT COMMISSIONER'S (OR AGENTS) MONTHLY REPORT on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of J.M. Archer for the Month of February 1868, [in accordance with Circular No. 5, Bureau R., F., &A.L.

2. Whole number of Refugee or Freemen Schools in the District? 1 Day? 1 Night? 1 Sabbath?
3. Location of Schools? at Beaumont Jefferson County
4. Whole Number of Teachers?  1 White? 0 Colored?
5. Name and post-office of Day-School Teachers?

6. Whole number of School-houses for Freedmen in your District?  1  Their condition, capacity, value and by whom owned? Capacity 75 Value unknown owned by L B Patiger Beaumont Texas.
7. Number of your visits to Schools? 4  Day? 1 Night? [[check mark]] Sabbath?
8. Number of educational meeting held by you during the month? one Where? at School House Beaumont
9. Number and names of places, now destitute, in which Day-Schools might be organized? One, if the "Bureau" can furnish a teacher
10.  Number of pupils (estimated) who would attend each School? about 30--
11. Amount which would probably be raised by Freedmen for school purpose in the destitute neighborhood? I can give no information on this point, at Orange the few pupils promise to support a school if a teacher can be furnished there.
12. What efforts are you taking to secure the support of schools by pupils, parents, boards of education, or the State Government? I have made no effort to increase the Schools in my district, as it would be useless to do so, until Teachers can be furnished
13. Whole number of additional School-houses for Freedmen, now wanted in Sub-District? one
14. Could you organize your Sub-District into School Districts each with a School Committee pledged to carry on school therein? I do not think I could; or if I did, that the pledges would be worth according 
15. To what extent would help from without be needed in each case? I cannot answer this question
16. What is the public sentiment to the education of Freedmen and Poor Whites? Perfect indifference, except that I occasionally hear a growl from some Rebel that the Government is educating the "Niggers," at his (the Rebels) expense
17. Are Night-Schools for Adults needed in your District?  Both a day & night School should be established at Orange, that is all I think is required
In what way could they be carried on? I really can suggest no other way, than the usual one of conducting Schools
18. What more can this Bureau do for educating children of Refugees (or Poor Whites)? I do not know what more can be done, unless it be to make the Schools free
19. How long will Northern charities aid be needed for Freedmen and Refugee Schools of your District? Until the State Government gets into the hands of Loyal men, who will provide laws for the disbursement of the State School Fund without distinction as to race or color
