SUB-ASSISTANT COMMISSIONER'S (OR AGENT'S) MONTHLY REPORT on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of H C Peterson U.S.A. for the Month of February 1868, [in accordance with order contained in Circular No. 5, Bureau R., F., & A.L.]

1. Name of your Sub-District? Twenty Third Caldwell and Hays county South of Onion Creek.

2. Whole number of Refugee or Freedmen's Schools in the District? [[strikethrough]] Day? Night? Sabbath? [[/strikethrough]]

3. Location of Schools? closed
Schools in this Sub District closed and will not open until the first of May or immediately after the crops of the present year is planted.

4. Whole number of Teachers? - White? - Colored? -

5. Name and post office address of Day-School Teachers?

Mr. J R Jules has charge of Freedmens School in Lockhart - Mrs. Patterson and daughters has charge of Freedmens School in Prairie Lea
About May 1st I will have the third school opened in the lower part of the county.

6. Whole number of School-houses for Freedmen in your District? 2. Their condition, capacity, value, and by whom owned?
The Freedmen of Lockhart built their school house worth about $200.00. The Freedmen of Prairie Lea bought them a house & lot for $1200.00 It is very good.

7. Number of your visits to Schools? Day? Night? Sabbath?

8. Number of educational meetings held by you during the month? - Where?

9. Number and names of places, now destitute, in which 
Day-Schools might be organized?

10. Number of pupils (estimated) who would attend such Schools?

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood? Enough to carry out school purposes.

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or the State government?
On every favorable opportunity I try to teach them the advantages of education

13. Whole number of additional School-houses for Freedmen, now wanted in your Sub-District?
One at Plume Creek

14. Could you organized your Sub-District into School Districts, each with a School Committee pledged to carry on schools therein? It is possible

15. To what extent would help from without be needed in such cases? None. All that is wanted is some leading person [[strikethrough]] leading citizen [[/strikethrough]] to push the matter forward

16. What is the public sentiment as to the education of the Freedmen and Poor Whites? The opinion as expressed by the intelligent portion of the community is that they should be educated 

17. Are Night-Schools for Adults needed in your District? No. In what way could they be carried on?

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)? No assistance is needed.

19. How long will Northern charitable aid be needed for Freedmen and Refugee Schools of your District? No longer, as they have the means among themselves to educate their children if properly applied.
