SUB-ASSISTANT COMMISSIONER'S (OR AGENTS) MONTHLY REPORT
on Education of Freedman and Refugees in Sub-District, State of Texas in Charge of Hiram Clark, Agt. for the Month of March 1868, [in accordance with order contained in Circular No. 5, Bureau R.,F., & A.L.]

1. Name of your Sub-District? Sixteenth Sub District of Texas

2. Whole number of Refugee of Freedmen's Schools in the District? 1 Day?  1 Night?  Sabbath?

3. Location of Schools? At Victoria Victoria Co. Texas

4. Whole number of Teachers? 1 White?  Colored? 

5. Names and post-office address of Day-School Teachers? L.M. Brown, Victoria Victoria Co. Texas
   
6. Whole number of School-houses for Freedmen in your District? Their condition, capacity, value, and by whom owned?

7. Number of your visits to school? 1 Day? 1 Night?  Sabbath? 

8. Number of educational meetings held by you during the month?  Where? 

9. Number and names of places, now destitute, in which Day-Schools might be organized? 2. One in Clinton DeWitt Co, and one at the Ripley place two miles south of Victoria.

10. Number of Pupils (estimated) who would attend such Schools? In Clinton from 30 to 40 at day school and from 15 to 20 at night school.  At the Ripley place about the same.

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood? No money could be raised at present

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or the State government? All that are within our power but no Teachers

13. Whole number of additional School-houses, for Freedmen, now wanted in your Sub-District? School Houses can be obtained

14. Could you organize your Sub-District into School Districts, each with a School Committee pledged to carry on schools therein? Doubtful

15. To what extent would help from without be needed in such cases?  

16. What is the public sentiment as to the education of the Freedman and Poor Whites? Public sentiment is against free school of any kind and especially for Freedmen.

17. Are Night-Schools for Adults needed in your District? Yes In what way could they be carried on? Only in connection with Day Schools as night schools alone would not support a Teacher at present tuition fees.

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)? There are very few if any in this District that would allow themselves to be considered as of the Class called poor whites

19. How long will Northern charitable aid be needed for Freedmen and Refugee Schools of your District? They will need aid in procuring Teachers as long as schools are needed.
