SUB-ASSISTANT COMMISSIONER'S (OR AGENT'S) MONTHLY REPORT
on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of J.S. Randall.
for the Month of August 1868, [in accordance with order contained in Circular No. 5, Bureau R., F., & A.L.]

1. Name of your Sub-District? 28th Sub-District

2. Whole number of Refugee or Freedmen's Schools in the District? 3 Day? 3 Night? - Sabbath? no regulor Sabbath Schools. 

3. Location of Schools? One upon T.A. Johnson's Plantation, Southern Port Robertson Co. and one upon Ebeneger Heanne's Plantation, 1 1/2 miles from Johnson's Plantation. The former taught by Emanuel Hammit (colored) and the latter by Geo. Beller, (white). A School has been in operation near Owensville Robertson Co. but stopped the 1st of the month. These schools will all close this month for vacation and Cotton picking

6. Whole number of School-houses for Freedmen in your District?   Their condition, capacity, value, and by whom owned?
It can hardly be said there are any Freedmen's School houses in this Sub-District. The buildings occupied as such are loaned by the Planters.

7. Number of your visits to Schools? 4 Day? 4 Night? - Sabbath? -

8. Number of educational meetings held by you during the month?   Where?

9. Number and names of places, now destitute, in which Day-Schools might be organized?
Same as in previous Report.

10. Number of pupils (estimated) who would attend such Schools?
Three to Five Hundred.

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood?
At the present time little or nothing could be raised from the freed people for educational purposes, but they would contribute liberally after realising the fruits of the year's work.

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or the State government?
I discover little inducement for effort in that direction at present. This Sub-District will have to be Reconstructed before much can be done towards educating the Freedmen with Safety.

13. Whole number of additional School-houses, for Freedmen, now wanted in your Sub-District? six or eight.

14. Could you organize your Sub-District into School Districts, each with a School Committee pledged to carry on schools therein?
Not in the present condition of affairs. [[?]] let them alone.

15. To what extent would help from without be needed in such cases?
[[?]] Freedmen pay - if the people of the country would [[?]] No [[help?]] from without would be necessary except some good teachers which the [[?]]

16. What is the public sentiment as to the education of the Freedmen and Poor Whites?
There is very little public spirit manifested on the subject. As a general thing all are in favor of it ostensibly. but let any one take hold of the education of the Freedmen with zeal- teach them the truth- their statue is the Government, their rights, privilege and duty, and labor to raise them from their present serfdom to the dignity of freeholders, + the public would act very different from what they [[?]] talk. 40,00 vile and [[dishonorable?]] lies would be put in circulation about any such teacher. There would be plenty of men who would swear they had seen the Teacher in the [[Penitentiary?]]. that he had done everything dirty, foul + slimy. [[was?]] round pretending to teach Freedman but really wanted to get their [[confidence?]] to rob them xc, xc, xc, The pious [[indignation?]] of the "hushtoned" would be no great that our teacher would forthwith quit the country in [[hot haste?]] or be lynched.

17. Are Night-Schools for Adults in your District?   In what way could they be carried on?
Night-schools cannot  be organised with any success at present.

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)?

19. How long will Northern charitable aid be needed for Freedman and Refugee Schools of your District?
