SUB-ASSISTANT COMMISSIONER'S (OR AGENT'S) MONTHLY REPORT
on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of W.H. Howard. for the Month of September 1868, [in accordance with order contained in Circular No. 5, Bureau R., F., & A.L.]

2. Whole number of Refugees or Freedmen's Schools in the District? 1 Day? 1 Night? — Sabbath? — 

3. Location of Schools? Huntsville, Walker Co.,

4. Whole number of Teachers? 1 White? 1 Colored? —

5. Names and post-office address of Day-School Teachers? Huntsville - (Mary F. Orndorf)

6. Whole number of School-houses for Freedmen in your District? 1 Their condition, capacity, value, and by whom owned? cost 1700$ in outstanding claims against the church to and of 500$ or 600$ — Is owned by the freedpeople here. Is comparatively new.

8. Number of educational meetings held by you during the month? one a month Where? Huntsvile

9. Number and names of places, now destitute, in which Day-Schools might be organized? Cold Springs, and other places in this, Polk & Madison Counties

10. Number of pupils (estimated) who would attend such Schools? At least 300 in my District

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood?

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or the State government? Mr Welch Sup't. Education for the state has recently promised assistance from the Government in paying salary of teacher here.

13. Whole number of additional School-houses, for Freedmen, now wanted in your Sub-District? three

14. Could you organize your Sub-District into Schools Districts, each with a School Committee pledged to carry on schools therein? Yes.

15. To what extent would help from without be needed in such cases? About one half

16. What is the public sentiment as to the education of the Freedmen and Poor Whites? The whites generally are opposed to educating the "nigger", whilst he is of course in favor of it.

17. Are Night-Schools for Adults needed in your District? Yes. In what way could they be carried on? By a teacher with the necessary books, and whatever else might be needed.

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)? Donate.

19. How long will Northern charitable aid be needed for Freedmen and Refugee Schools in your District? Until they become sufficiently instructed to be able to appreciate the value of liberty and worth of an education
