SUB-ASSISTANT COMMISSIONER'S (OR AGENT'S) MONTHLY REPORT
on Education of Freedmen and Refugees in Sub-District, Sate of Texas in charge of Nesbit B Jenkins Sub Asst Com'r for the Month of September 1868, [in accordance with order contained in Circular No. 5, Bureau of Refugees, Freedmen and Abandoned Lands.]

1. Name of your Sub-District? Wharton & that portion of Matagorda lying west of the Colorado river

2. Whole number of Refugee or Freedmen's Schools in the District? 1 Day? ~ Night? ~ Sabbath? ~

3. Location of Schools? On the [[Franks Plantation?]] - near Wharton

4. Whole number of Teachers? ~ White? one Colored?

5. Names and post-office address of Day-School Teachers?  Harriet Smith Wharton Texas

6. Whole number of School-houses for Freedmen in your District?  Their condition, capacity, value and by whom owned?  one
Its condition good capable of containing some 60 scholars owned by Freedmen

7. Number of your visits to Schools?  Day?  Night?  Sabbath? One visit to day school

8. Number of educational meetings held by you during the month? ~ Where?

9. Number and names of places, now destitute, in which Day-Schools might be organized? There are many places destitute but very few where day schools could be successfully organized

10. Number of pupils (estimated) who would attend such Schools?

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood? I do not think that an amount which would be productive of any good could be raised

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or State government?
In such destitute neighborhoods

13. Whole number of additional School-Houses, for Freedmen, now wanted in your Sub-District. at best some four or five

14. Could you organize your Sub-District into School Districts, each with a School Committee pledged to carry on schools therein? No!
I do not think it can be done with any prospect of success

15. To what extent would help from without be needed in such cases? Help from without to be effective would need to be bountifull

16. What is the public sentiment as to the education of the Freedmen and poor Whites?
Public sentiment is not in favor of educating the Freedmen or much better inclined to poor whites

17. Are Night-Schools for Adults needed in your District?  No.  In what way could they be carried on?  In whatever they might be carried on I do not think they are desirable.

18. What more can this Bureau do for educating the children of Refugees (or Poor Whites)?  Nothing except perhaps by paying the Salaries to the Teacher of Freedmen schools and thus   [[?]]

19. How long will northern charitable aid be needed for Freedmen and Refugee Schools of your District?
