on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of Wm J Neely for the Month of September 1868, [in accordance with order contained in Circular No. 5, Bureau of Refugees, Freedmen and Abandoned Lands.]

3. Location of Schools? 2 in Victoria one 4 miles below town on the Scott place

4. Whole number of Teachers? 4 White? 3 Colored 1

5. Names and post-office address of Day-School teachers? Louis Brown. B. S. Morse Sabrina Hilderbrand and S Smith Colored Address of all at Victoria

6. Whole number of School-houses for freedmen in your District? 0  Their condition, capacity, value and by whom owned? Non except rented houses the one 4 miles below here has no floor and no seats except boards

7. Number of your visits to Schools? 4 Day? 3 Night? 0 Sabbath? 1

8. Number of educational meetings held by you during the month? 1 Where? 4 miles below

9. Number and names of places, now destitute, in which Day-Schools might be organized? 3. 1 at Goliad One in Mission Valley & one in Canaan

10. Number of pupils (estimated) who would attend such schools? 50 at each place

11. Amount which would probably be raised by the Freedmen, for school purposes, in each destitute neighborhood? About 25.$ per month

12. What efforts are you making to secure the support of schools by pupils, parents, boards of education, or State government? Using every effort I can individually. have need of more teachers

13. Whole number of additional School-Houses, for Freedmen, now wanted in your Sub-District. 5

14. Could you organize your Sub-District into School Districts, each with a School Committee pledged to carry on schools therein? In Goliad City & Entin County of Victoria I can with aid for teachers

15. To what extent would help from without be needed in such cases?

16. What is the public sentiment as to the education of the Freedmen and poor Whites? No interest at all. But would oppose Education if Bureau was removed from state

17. Are Night-Schools for Adults needed in your District? Yes In what way could they be carried on? Cannot be done only in Victoria & 4 miles below for want of houses & teachers

18. What more can this Bureau do for education the children of Refugees (or Poor Whites)? Poor whites wont go to school with Blacks

19. How long will northern charitable aid be needed for Freedmen and Refugee Schools of your district? At least one year with an Efficient Agt.
