Sir:
I have the honor, in compliance with your Circular Letter, dated Oct 20th 1868, to report the Educational condition and prospects of the freedman in my District.
I regret exceedingly, that I am compelled to report, that there is not a freedmans school or school house in my Sub. Dist., this fact I have reported monthly since my appointment, and have tried time and again made suggestions upon the subject but as yet to little purpose. I have made application for blanks upon the subject of education, but as yet have received none. 
I do not desire to confine myself to a formal report upon the subject at present for the reason, that I desire to give you, Sir, a full and complete statement, or report, of the actual condition of things in my Sub Dist in order, that those having the authority may take such measures
