The Observance of the Following
Regulations 
Is enjoined on the Teachers of Freedmen of Texas:
1. The School Hours shall be from 9 A.M. to 2:30 P.M. with a half hour's recess at mid-day.
2. The Morning Exercises will commence with reading the Scriptures.
3. The three studies of primary importance for the Freedman, are Reading, Writing, and Arithmetic. Teachers will therefore make these branches most prominent.
4. The Holidays shall be the same as those customary in the White Schools of the country, and the Discipline such as is used in the best school systems of the North.
5. Night Schools for adultsm and Sunday Schools for religious instruction, may be organized by any Teacher. The Night Schools may be kept in session every week day evening, except Saturday, from 7 to 10 o'clock.
6. Teachers will be allowed to charge a Tuition Fee of One Dollar per month; two pupils from one family, One Dollar and a half per month; for three or more from one family, Two Dollars per month.
7. A daily register of attendance will be kept and at the close of each month the Teacher will promptly report, in duplicate, to the Sub-Assistant Commissioner, in whose District the School is located.
8. Under the head of "Remarks", the Teacher will state the general progress made by the School during the month; the serious hindrances, if any, encountered; and such practical suggestions as may seem calculated to give impulse to the Educational work.
9. This Report is incomplete unless to each question an exact or approximate answer is given, and unless each blank is filled by a number, or cypher.
10.The Sub-Assistant Commissioner is requested to have this Report properly filled and sent forward.
