I have the honor to enclose herewith a copy of Circular No. 17 suspending the issue of rations &c. Although this order does not affect this County (no rations having been issued here) I would like to be informed whether the County is providing for the poor has made any distinction on account of Color, and what course you will pursue in the matter

I have the honor to report that October 2d a Freedwoman named Martha Ann Graham of Lincoln Co. made complaint at this office that one Matt Smith (white) also of this County had beaten her with his fists, and cut her in the neck with an Iron Instrument and had also struck her on the head with a large rock or stone. The marks of this White mans brutality are plainly visible on the person of the Freedwoman and I have no reason to doubt her statement. I referred the case to Jacob Helderman Esq Magistrate for Lincoln Co. representing him to examine it and if the evidence should justify it to bind the white man Matt Smith over to the next term of the Superior Court, and also as the Freedwoman was willing to make oath that she was in great bodily fear of the aforesaid White man to find him over in heavy bonds to keep the peace the Magistrate complied with both of these requests binding the white man over in the sum of one thousand dollars to keep the peace &c but at the same time this Magistrate (Jacob Helderman) after allowing the White man (Matt Smith) to swear that he was afraid that the Freedwoman would do him some private injury put the Freedwoman under one
