thousand dollars bond to keep the peace &c. The Freedwoman not being able to give the necessary security was sent to Lincoln Co. Jail where she is now confined. He also refused to allow her any opportunity to obtain security. After making Careful inquiry into the facts of the case I am Satisfied that this Magistrate put this Freedwoman under these bonds in order that he might have it in his power to send her to jail and thus punish her for having the audacity to complain of a White man.

Desiring to give both parties an opportunity to make their statement, I wrote a note to Mr Helderman asking for an explanation but he has seen fit to take no notice whatever of my request. (In view of the facts herein set forth I most earnestly recommend that this Magistrate (Jacob Helderman Esq) be removed from office and that the Freedwoman be set at Liberty  The character of this Freedwoman, is that of a peaceable and industrious Freedwoman, while the character of the White man is that of a violent & brutal negro. whipper, I would further report that on September 30"/67 a Freedman named Jim Johnston of this Co. made complaint to this office that this same Magistrate (Jacob Helderman) had refused to allow him (Jim Johnson) to testify in a civil suit, which he had brought against a white man for the reason of his wag [[wage]] as due under contract.

Simion Daymon (Freedman) complains at this Office that you owe him for Sixty one (61) days work during this winter, also four hundred & fifty (450) pounds of Castings pr month, and his son Ellison for two months work this winter at two hundred pounds of Castings pr month. Also Simion Daymon for work for done in 1866 five hundred (500) pounds of Castings.
