Sir
I have the honor to acknowledge the receipt of your letter of the 12th inst, and would state that this Office has no Authority to grant permission to distill liquors, I would refer you to the U.S. Interval Revenue Officers for information upon this subject.

As to your statement, that you believe you were turned out of your house because you are a Union Man, if you can prove this, the person so acting can be tried by a Military Court, You have a perfect right to live in any house you rent, for the time you rent it, and pay the rent, and can only be turned out in accordance with Law.

If you decide to prefer charges against the persons, make them out, giving the names of Witness &c, and send them to Col. W.B. Royall Commanding Post Morganton N.C (As Gaston Co is within his Command) and the proper place to forward charges & specifications of this character.
Very Respectfully,
Your Obdt Servt,
Wm Birnie
