When you go to see Mr. Osborn Nelson ask him if he received a letter from this Officer, if he says he has not tell him that there is one for him at the Post Office in Shelby, You can also tell Mr Poston that where is one there for him. I want you to write to this office about these cases after you have seen Poston & Wilsons stating what they say, and what you have done,

I have the honor to state, that Jas M Ware came to this office yesterday, and in conversation stated that he was & is Acting Justice of the Peace of Cleveland County, also the Treasurer of the Wardens of the Poor of said county, and that he hurriedly signed the letter with Thos Williams the Treasurer of the Wardens of the Poor of Cleveland County - in reply to a letter from this office, asking information in regard to the destitution &c, in that county, and upon being told the contents of the letter, and what it was thought of at this office, he apologized for siging his name to it, and said that it did not express his sentiments, and after he signed it, he thought it was not the right thing and intended to write a letter to that effect, but as he had to come over to Lincolnton he thought it would answer to come to this office and make an explanation. I informed Mr Ware that I considered the letter very disrespectful and insulting, and had forwarded it to the General for his information, as showing the feeling in Cleveland County towards the Freedman, he replyed that it did not express his sentiments, and that he was sorry after he had signed it, that he had done so, and requested that I should write an apology to the General , Thos Williams M.D and Thos Williams clerk to
