He will send the Blanks for the school report as stated in his letter of the 18th July- a copy of which I sent you in the 20th July 1868, He will also send blanks to-be signed by one of the Trustees of the school for the $8 per month rent, which if you do not understand the Post Master at Dallas will I have no doubt explain to you. So that they will be properly made out and signed as the bottom.

I respectfully request that inquiry be made of Major W.J. Harkisheimer Agent &c at Columbia S.C what action he has taken to collect from the Columbia & Augusta R Rd Co $24.13 due Perry Cander (freedman) for labor, which Major Harkisheimer stated would be paid upon receipt of the bill receipted which I had the honor to forward to you under date of July 10 1868.

In order to obtain assistance from the Bureau for the Freedmens School in Cleveland Co. you draw up a petition requesting the same like the inclosed form.  Rev. F.A. Fiske has resigned his office as Superintendent of the Educational Department of the Bureau and Doctor H.C. Vogell has been appointed in is place, and you will have to make the application to him for an allowance of $8- per month of School House, which can be used to pay the Teacher if you can get a School House free of rent.  Where the Bureau has assisted to build the School house the Scholars are supposed to be able to pay the Teacher, and no allowance of $8- for rent will be allowed in that case, I would like to have you call at this office when you next come to Lincolnton When you draw up the petition referred to herein, have it signed by three Freedmen as Trustees of the School, and appoint one of your best colored men to receive the $8- if allowed by the Bureau.  Send the petition to me & I will forward it to Dr. H.C. Vogell Superintendent of Education Bu. R.F &c at Raleigh, recommending that the $8- per month be allowed.
